Bump some verisons (#723)
`arcade-mcp-server` version was not bumped in
https://github.com/ArcadeAI/arcade-mcp/pull/717, so this PR bumps
`arcade-mcp-server`, and then update's `arcade-mcp`'s dependency on
`arcade-mcp-server` by increasing the minimum version
